It was supposedly said by the infamous Zephram Cochrane, who was the first to fly at warp speed in his ship the Phoenix. This saying was in a speech by Cochrane that described what humans could do with this new warp technology.

In Star Trek: The Next Generation, the word "man" was changed to "one" to avoid sexism.

The term was also the name of a first-season episode of Star Trek.

The phrase has become popular both in popular culture, and in other circles. It has been used by NASA [1] for instance.
